Cooking oil collection guidelines issued by FSSAI

The guidelines for collection of the used cooking oil by biodiesel manufacturers from FBOs (food business operators) through authorized collection agencies has been issued by the FSSAI. The apex regulator gave the responsibility to the biodiesel manufacturers for ensuring that the used cooking oil collected by authorized agencies does not go back into the food value chain. It should only be used to manufacture biodiesel.

The biodiesel manufacturers should be registered with either the state in accordance with Ministry of Petroleum and Natural Gas guidelines or with the FSSAI for cooking oil collected from FBOs. Collection agencies can enroll with more than one biodiesel manufacturer.

Specific documents, including license from the Department of Industries and Commerce, annual returns for the previous year and an affidavit stating fair use of used cooking oil should be submitted to get registered.

The guideline also demands quarterly returns submission by biodiesel manufacturers to the FSSAI so that the regulatory body can keep records and monitor the progress like quantity of collected oil, the date and the details of the FBOs.

FSSAI issued these guidelines in reference to the notification issued on January 30, 2019.
